Policy Proposals

How will you work to establish funding for the infrastructure changes needed to slow traffic on your community’s streets, and improve crosswalks and intersections to make them safer for people who are walking and using mobility assistive devices?

Victor Davila Justin Hurst
Currently there is a surplus on the city’s free cash. We mus t lobby the Mayor to allocate funds from the free cash and a portion of the 25 million MGM annual payment to address the escalating traffic injuries and fatalities in the city , particularly on lower state st. We need to make it a priority to include funding in our public safety budget as well as in our budget for the department of public works. Additionally, we need to be in constant conversation with Chris Cignoli and the mayor’s office to identify those intersections that need immediate attention.

How will you improve the reach, frequency, and quality of public transit in your city/town?

Victor Davila Justin Hurst
We must make public transportation financially accessible. We must also ensure that low income bus stops are not eliminated. I will work closely with our state delegation to fight for increased East to West rail service, the Pioneer Valley Transit Authority to increase rather than decrease the number of bus stops in City, as well as fight for increased bike lanes.

How will you ensure fast-tracked implementation of a city-/town-wide network of off-street paths and protected bike lanes* on major thoroughfares and connecting streets that are comfortable for people of all ages and abilities?

Victor Davila Justin Hurst
City government ,must speak as one voice on this issue. We must articulate the benefits of public safety, health benefits and increase human traffic bike lanes can produce. Bike paths will fit in with the city’s new mobile food ori=dinance, developing an alternative food industry. I would like to see a comprehensive plan prior to make any decisions on implementation. The complete streets study/analysis as it pertains to Springfield is in progress and prior to making any decisions I would like to have a better understanding of the plan prior to implementation.

How will you increase access to biking in every neighborhood equally? What do you see as the major obstacles to encouraging ridership, and how will you address them?

Victor Davila Justin Hurst
We must get under control the aggressive driving and aggressive walkers in tehe city particularly in the areas of Main St and State St and Summer Ave are known as the X. As stated earlier, we need to increase the number of bike lanes throughout our city to ensure safety for all riders. Furthermore, a focus needs to be placed on lighting and general awareness of the health benefits to biking.

How will you increase funding for biking infrastructure?

Victor Davila Justin Hurst
We must pursue federal and state grants. We should also look at Community Preservation Act (CPA) money to develop biking infrastructures. It is difficult to talk about increased funding for biking infrastructure without making citizens aware of the benefits. There needs to be a concerted effort from department heads throughout the city who see the value in biking infrastructure to include the desire for such funding in there annual budgets.

As a Paramedic anything that can help to save a life is a welcome change. Public Safety is paramount to any town or city and any approach that assists in this effort, if financially feasible, should be implemented expeditiously.

Do you support lowering design speeds through traffic calming measures on downtown and neighborhood streets as a means of enhancing the safety of people walking, using mobility assistive devices, biking, and driving? This may involve the expansion and enhancement of programs like Neighborhood Slow Streets (Boston) and Neighborways (Somerville).

Victor Davila Justin Hurst
Yes Yes
Fatalities are directly related to the speed of the vehicle at time of impact. Public Safety is paramount to any town or city and any approach that assists in this effort, if financially feasible, should be implemented expeditiously.

One key strategy that has been proven to effectively reduce speeding, improve safety, and remove racial bias in traffic enforcement in other states and countries is automated enforcement (i.e. speed cameras and red light cameras). Do you support state legislation that authorizes the use of automated enforcement in Massachusetts, per the July 2017 recommendation of the National Transportation Safety Board?

Victor Davila Justin Hurst

Do you support the rollout of dynamic parking meter pricing (i.e. increasing meter rates during periods of increased demand) in business districts to free up on-street parking and reduce cars “cruising” for open spaces?

Victor Davila Justin Hurst
No Yes
We don’t have a comprehensive parking plan and space at this time to implement this. We must identified suitable parking spaces that are close to downtown to take on the new demand I would support this on its face, but I need more information.
